odCMS (Open Designs Content Management System) is a set of PHP programs used to create dynamic HTML documents by retrieving the data stored in flat files, process those data with user scripts which are also stored in flat files, and then output the data to the browser so that they look like normal web pages.
In a short amount of time you can set up a complete website using free CSS website templates you can get from Get Free Web Designs (GFWD).
Note: odCMS is still in development. So use the software at your own risk.
